This line reveals that Ozymandias was mighty and arrogant.He wanted other kings to accept his supremacy. The other mighty kings should despair because they could not become as great and powerful as he was.

the lines on the huge pedestal of ozymandias' statue says "ye mighty, and despair " in which ozymandias refers all the mighty people to look upon his great works..according to him if they will look upon his works , they will feel discouraged and despair
