It is an ironic statement. An art mostly refers to a widely sought after profession. Here Anees Jung terms ragpicking, a menial job, an art because the ragpickers have become so used to this downgrading job that they unconsciouly have achieved expertise in it.

Sorry, but it not under description of Firozabad. It is related to rag picking in Seemapuri. 'Proportions of fine art' is not clear to me.
