These lines signifies that we will all be quiet for a moment and introspect. On the face of earth refers to all continents, countries or places where human resides. The poet is telling us not to speak in any language,no gestures, no hand movements. Here arms are symbolic of two things one, our arms which we move while speaking and another the weapons used in war.

It signifies that the poet will count up till 12 nd everyone is going to be still nd just think abt themselves quietly without speaking in any of the language
