Kemp was in an inner turmoil over what he should do about Griffin. We would usually expect someone to keep thier friends secret, buf when Griffin outlines his super villain plan to take over England, Kemp realises he has seprated himself from humanity. Then kemp decides he owes more to his neighbours and England thean he owes to Griffin, so he devides to help everyone esle at the cost of betraying Griffin

Yes, Dr. Kemp's step to tell the Griffin's secret was correct as he was law - abiding, he did this because invisible man was a danger for society therefore he warned the authorities about the latter's baleful plans.
