Hydrogen has its atomic number 1 and its valence cell contains 1 electron which always tries to be stable by either gaining or loosing 1 electron. When it loses 1 electron it becomes H^+ and when it gains 1 electron it attains the stability of He by getting a duplet configuration.

Because it has atomic number 1 and its valence shell contains one electon which always tries to make itself stable by gaining on more electron in its outermost shell . It's also said that it gets stable by octet.
