Bcoz Gandhi did not lay emphasis on money. The freedom of peasants and to remove fear of the british was much more important to Gandhi. Consequently he agreed for 25 percent refund.

Gandhiji agreed at 25% refund because he did not want the money as a main concern as his main concern was to prove that the Britishers were to oblige to give back the money it was the insult insult to the British Empire almost said something like that
