No we can't because hydrosphere,atmosphere and lithosphere interact together to make the biosphere but hydrosphere is not considered as atmosphere.another reason is that atmosphere is acts as a protective blanket of the earth and is combined with many other layers while hydrosphere just comprises the total water present on the earth which is about 75 percent. Hence proved.
