The noble gases are the least reactive out of all the elements because each one has a full valence shell (8 electrons in outer shell), which is the most stable arrangement of electrons for an atom. They are satisfied with their 8 electrons and do not feel the need to react with other atoms to “fill the shell” to attain stability as others do.
