We form a table as shown below :

More the length of the ship, more would be the length of its mast. Hence, this is a case of direct proportion. That is,
{tex}\frac{{{x_1}}}{{{y_1}}} = \frac{{{x_2}}}{{{y_2}}}{/tex}
{tex}\therefore{/tex} {tex}\frac{{28}}{{12}} = \frac{x}{9}{/tex}
{tex}\therefore{/tex} 12x = 28 × 9
{tex}x = \frac{{12 \times 9}}{{12}}{/tex}
{tex}\therefore{/tex} x = 21
Hence, the length of the model ship is 21 m.
