fluorine is highly electronegative, it has great affinity for electron but is not capable of being stable by taking an electron whereas chlorine has its vaccant d orbital to give enough vaccancy for electrons and to be stable. Thus, electron gain enthalpy that denotes stability after gaining electron is higher for chlorine than fluorine.
