Balance of power is a concept of traditional notions of security. When states look around them, they observe that some states are bigger and stronger. This os a clue who might be a threat in the future. States are sensitive to balance of power between their country and others. Thus, they work hard to maintain a favourable balance of power with other countries by: 1. Those who are close by 2. Those with whom they have conflicts 3.Those with whom they had conflicts in the past.
