We need to complete octate(8 electrons in outer orbit) of each atom to make it ion(except first five elements they need to completed duplate).Atom can release or gain only 3 electrons.e.g - magnesium(mg) whose atomic no.=12 2nd 1st and 2nd orbit is complete 3rd has just two atoms so it needs to release 2 electrons so it's valency is 2plus
