OK here ur answer :- we know that air above to the lake or water surface is much cooler than that of ground air... So cool air freezes the top of water surface.. Most Lake doesn't freezes right from the bottom except around the edge bcoz ground 'insulates' the lake water.. That's why fish doesn't die even when water get cooled at bottom........... Hope it helps...... ???
