Progress means different to different people and different groups according to their perception and ideologies .. If progress stands for economic growth and development then as per data average growth rate of democratic regimes is around 3.95 whereas it is slightly higher i.e. 4.42 in dictatorial regimes . Moreover within democracies there can be very high degree of inequalities . Such as in countries like south Africa and Brazil top 20% people take away more than 60% of the national income. This is definately a hindrance to progress. But we can't deny the fact that progress also means ability to handle social differences and conflicts . And it also promotes dignity of an individual . Democracy is also a legitimate government . It may be slow ,less efficient , not always very responsive or clean but it is people's own government. Democracy’s ability to generate its own support is itself an outcome that can't be ignored.
