An observer on the earth records various motions, that of a train, a bus, a bird, a plane and so on. But consider an hypothetical scenario with an observer on sun. He can as well perceive these motions i.e. a train, a bus on earth.
But the two observers will find the velocity and accelerations differently and unmatching. Hence, unless the observer specifies it's frame of reference the description of motion is meaningless. Motion is a relative term.
