Because water is a compound and Hydrogen and oxygen are its constituents and after forming the compound the chemical properties of its constituents changes

Actually water is a compound of hydrogen and oxygen and compounds have different properties from those of their inclusive elements, it blocks oxygen and reduces temperature of burning substance so it is used as fire extinguisher

Because in case of water there is not only hydrogen atom ... it is attached with oxygen due to which some changes in properties of both takes place ..
