If u r a regulator that means u cn maintain ur internal body environment ( temperature, osmotic pressure etc.) Irrespective of the external conditions. But this process ...requires expenditure of a good amount of energy. All organisms cannot afford to waste so much of their energy to maintain the body conditions with every changing weather. U see if one lives in a desert, how much energy would be wasted by the organism if they would regulate. U cn read in more detail from ncert pg 224 last para from 12th line from bottom .....
