No, nothing like this is permittted in boards. If you want to mark the headings or the important points write them with a black pen.
Although, it is highly advised to use only blue pen in paper and underline all the headings with it in order to complete time. Your answers are more important than your presentation. Write in clear handwriting and underline the important points.
