I guess you have forgotten to show the charges . If you meant CH3COO- AND ClCH2COO- I have a answer. It's due to -I effect . The Cl atom shows -I effect and hence withdraws electrons from the conjugated system , reducing the - ve charge and hence increasing stability . ?
