Political executive	Permanent executive
They are appointed by the people, so they are responsible to the people	The government appoints them to serve under the political executive branch.
They are the lawmakers and policymakers.	They are in charge of changing the government’s policies.
People elect them, and they can be replaced during the next election.	They are permanent and stay in power even though the ruling party changes.
With each change in government, there is a change in the environment.	They are unaffected by changes in government.
