grandeur means beauty and dooms means death... here poet is saying that there is beauty in not only growth but also on death. when great leaders die and jawan shahid hote hai they give us inspiration or old leaves shed and new ones replace them or old people retire and new job candidates come in their place with new and fresh ideas (examples)
