In K shell=2, L=8, M=8. The special about the outermost shell of atom in this element is that the outermost shell is completely filled with 8 electrons which makes the atom most stable and that is why it is unreactive in a chemical reaction and it can be said that is a Noble gas.

In K shell there will be 2 electrons in L shell there will be 8 electrons and in M shell there will be 8 electrons. in this element the valency will be 0.
