Plz open the bio book and see the diagram of lac operon while reading this answer. The i gene in lac operon lies before the structural gene( which code for beta galactosidase and others). This i gene codes for a protein which binds with operator o so that rna polymerase cannot bind to it so as to start the process of transcription. When lactose is present, it binds to that protein before it binds to operator thus operator is now available for rna polymerase and now it will start the process of transcription. This i ve explained in simple terms for understanding ...after reading this answer plz once go through that para of this topic to get an insight of technical terms to support ur answer.
