The central idea is something which connects the whole poem and helps the readers understand the poem easily. It is an anti war poem. In the poem ‘Keeping Quiet’ emphasis is laid upon introspection and retrospection to analyze and understand one's activities. The central idea of the poem i.e.soul searching,  leads to establishment of peace and mutual understanding, promoting unity and brotherhood.

Ans- The third level signifies an escape from the modern world that is “full of insecurity, fear, war, worry and all the rest of it....” The period of 1890s represents a peaceful life not possible in the present era. From this level, the protagonist wants to travel to Galesburg, Illinois, with his wife Louisa.

GDP ignores the welfare component as the goods and services produced may or may not add to the welfare to a society. For example, the production of goods, like guns, narcotic drugs, high-end luxurious goods increase the monetary value of production, but they do not add to the welfare of the majority of population.
