    It was already a Russian base sarika the soviet leaders felt that us will attck Cuba to make it a us base since cuba physically is situated very near to us hence soviet leaders installed missiles in cuba ,after three weeks when usa came to know about this us suggest soviet not to make such a mistake and later they went face to face but soviet back off and so did the usa snd the tensions of that particular situation evaporated.

That's why trade are considered as very important prospect to understand the relationship between the two countries.... For eg Bangladesh doesn't export natural gas to india...
