Light of different wavelengths, or colours, travels at different speeds when they travel through any medium other than vacuum. Red light travels faster than blue in glass.So the speed of light dependent on the color or wavelength of light in glass.

Protons are actually bound inside the nucleus of an atom and hence cannot be transfered from one atom to the other. Electrons, are free to move around nucleus, and hence can be transferred to another atom. This leads to formation of charged body. When a body gives electrons it develops a positive charge(deficit) and when it receives electrons it gets negatively charged(excess).
