Potentiometer is used to measure the potential difference between any two points in the electrical circuit accurately.it is based on null deflection method whereas voltmeter is used to measure potential difference between any two points in a electrical circuit approximately.it is based on deflection method.moreover potentiometer can be used for other purposes also but voltmeter is used only for finding potential difference.

Waves are simply disturbances created in a medium.therefore of course we can create Waves in air and water by simply disturbing the actual state of its particles.ex - sound wave propagating through air,ripples formed in water etc.
