May be, because if electric field is zero then the charge won't experience any force, so if no force then no work is done on it , so it won't have any potential energy.

But you should keep in mind that cbse blueprint includes marks distribution unit wise and not chapter wise for eg marks for unit electrostatics is 8 you cant claum cbse if they give all 8 mrks question from electric charges or all from capacitance
