Because it cant attract any object for long nd tighty manner....for ex. Suppose u rub a comb in ur hair and suddenly apply that electro static force on some piece of paper...u will find that the piece of paper lifted up toward the comb ..it shows that electrostatic force is stronger than gravitation force.

Ans.- Since we know that charging of a body depends upon transfer of electrons. So, if a body becomes negatively charged it will gain electrons that is its mass will increase and if a body becomes positively charged it loses electrons hence its mass will decrease.
