When we gave energy to an electron it jumped from lower energy level (inner orbit) to higher energy level (outer orbit) and it stay for a small time interval (=10^-9sec) and it lose energy in the form of electromagnetic waves and fall from higher energy level to lower energy level.

Yes,the wire is neutral as the net charge present is zero.The wire carrying current due to the motion of charged particles(electrons) but not due to add/loss of charge which would have made it charged.
