Assume a cross sectionally circular conductor or better a circular conducting loop with static charges along its circumference. Since the charges are static this implies the current is zero(The surface of the conductor is an equipotential surface),if there is no flow of current then the charges DO NOT experience a force(Tangential) that makes them drift(along the circumference). This absence of a force(Tangential) implies that the electric field lines from the accumulated charges are oriented such that they do not exert a force on fellow charges,this is only possible for an electric field that is perpendicular to the curved surface of the loop at all points(That is ,there is no tangential component of Electric Field and only Normal Component Exists).
