Electrostatic potential energy of a charge is defined as the work done by a external force to bring a charge from infinity (reference point as there potential energy is 0) against the line of force experienced by charge without changing it kinetic energy. Now as there is no net change in kinetic energy so there is no work done by conservative force thus the net force one the particle Is equal to zero it means that external force is equal to the electrostatic force experienced by the charge.
