This is because soft iron has the property of losing its magnetism(or is able to be demagnetized) very quickly. An electromagnet works in this way: when current flows through it, it becomes magnetized, and immediately current stops flowing, it loses its magnetism. Hence, soft iron cores are the ideal material for this application

Even in absence of charge the current flown is called displacement current. Displacement current is due to the rate of change of the electric field. In cases where there is no conduction current but a time-varying electric field, only displacement current is present.
