The e.m.f of a cell is always greater than it's terminal voltage because e.m.f is the potential difference across the two terminals when it is not connected to any circuit, And Of this connects to the circuit the voltage automatically gets reduced because of the internal resistance

This happens because at low temperature, the "p" and "n" type semiconductor resist the flow of electrons through them and then act as resistances, but when the temperature is increased the flow of electrons is Hindered.
