A charged particle moves in a circle when its velocity is perpendicular to the magnetic field. When it forms an acute angle with the magnetic field, it can be resolved in two components, parallel and perpendicular. The perpendicular components tends to move it in circle, the parallel components tends it to move along the magnetic field to form a helical motion of uniform radius and pitch.

Because the particle ( in atmosphere) present in earth do not have much oscillating energy ( thermal , shm, internal etc.) to overcome gravity and hence stay in earth attraction field and form a atmosphere around us while on the other hand like moon these particle escape out and vacuum is there and no atmosphere....hope you want ans as per from gravity aspect

First understand why electron potential develop somewhere due to gain or lost of charges region becomes high potential or low. Now earth is very large if u take some charges out from it or add some charges add to this. All charge distributed overall on earth now u think does it change it potential?
