Both have OH groups so the effect cannot have anything to do with hydrogen bonding. I would say that the longer chain aliphatic structure has a greater surface area then the alicyclic molecule resulting in a greater degree of intermolecular dispersion force between its molecules, making the tendency to dissolve in water, which has only weak dispersion forces, less. Stickier molecule = less likely to gain energetic advantage by bonding to small unsticky molecules.
