There is a conflict on the subject whether the staffing is the part of human resource management or is a separate managerial function. Many of the modern thinkers' stress that staffing is a part of human resource management, following reasons are provided by them for this assertion:
- Approaches for filling positions: Staffing requires the knowledge and approaches of human resource management for filling the various roles or positions because the organising only sets up the structure of roles.
- Emphasis of Human resources: Making staffing as a part of human resource management allows greater emphasis on human resource and its proper selection, development, training, and orientation.
- Relationship between the resources: It is the staffing functions which bring together the human resources as well as the physical resources.
- Continuity: Staffing is the continuous process and is also required at the every level because human factor is indispensable in the business activity.
- Manpower accounting: Recent efforts of according quantitative treatment to human element and introduction of human resource accounting or human assets accounting or manpower accounting, which also justifies that staffing should be treated as the part of human resource management.
