No i dont agree with this statement as it is said that a manager who tries to control everything may end up controlling nothing. The concept behind this is if in controlling deviations are major than it should be attended urgently. However if deviations are minor or insignifant it should be ignored or passed to subordinates.

He has devised a way to measure the productivity and performance of his employees in terms how many cars are being repaired by each mechanic on a weekly basis.
