Delegation does not mean abdication. Accountability flows upwards in an organization i.e a subordinate will always be answerable to his superiors. Authority and responsibility can be delegated, but not accountability. A manager will still be accountable for the outcomes.

Delegation does not mean a manager loses control and power. Authority once del­egated can be enhanced, reduced or withdrawn depending on the situation or requirement. For example, change in the organisation structure, policy, procedure, methods etc. may require change in the degree of delegation of authority.
