    the constitution of india was draft by an indirectly constituent assembly which had started working on dec.6,1946. the cabinet mussion plan 1946 had provided for aconstituent assembly to be elected indirectly by the system of restricted franchise consisting of 20 to 24%of adult population. the constituent assembly was based on the draft made by the british cabinet known as cabinet mission plan.

    India being a large and diverse country faced various difficulties while drawing up its Constitution. The problems were: During the making of the Constitution, the people of India were emerging from the status of subjects to that of citizens. The partition of the country happened on the basis of religious differences. It proved to be a traumatic experience for the people of both the countries (India and Pakistan) which also led to the killings of at least 10 lakh people. The British left it to princely states to ascertain whether they wanted to merge with India or with Pakistan or remain independent. The merger looked like a difficult and uncertain task. These problems created anxiety for constituent assembly .

    Negative liberty where we allowed to whatever we want .There is no constrains imposed by other but it is mainly look towards area. what is size of area where we are free to do while positive liberty look upon conditions .poor people which must give basic needs by government so they can can enhance their personality or achieve their goal.( Basic needs means education ,food, livelihood)
