The radial magnetic field is applied to a moving coil galvanometer to produce a constant torque on the coil. It is applied to measure the relation between the current and the angle which is non-linear such that the current cannot be measured easily.

If the cylinder is of uniform density, then it's at the geometric center - at the center of the circle and halfway between the ends. Because of the x*i + y*j + z*k this gives you a vector. Divide that by the total mass and the result will be a vector designating the center of mass.
