Because steel is more elastic than rubber because steel comes back to its original shape faster than rubber when the deforming forces are removed. Hope this will help u :-):-):-)

Velocity usually refers to calculating it instanteneously. If we say body A has a velocity v then it means it is at the moment of measuring. Average velocity is a term we use for the overall trip. It is defined as: total displacement / time taken clearly we are no longer concerned with any particular instant.
