In a democracy , any decision is taken after following certain rules and regulations . Any law is implemented after having votes of majority . Since it follows certain rules the acceptance of law to people increases which is not seen in other forms of government which is very quick . So we can say that " the cost of time that democracy pays is perhaps worth it".

When power is taken away from the Central and State governments, and given to the Local governments, it is called decentralisation. (i) The basic idea behind decentralisation is that there are a large number of problems and issues which are best settled at the local level. People have a better knowledge of problems in their localities. They also have better ideas on where to spend money, and how to manage things more efficiently. (ii) At the local level, it is possible for the people to directly participate in decision, making. This helps to inculcate a habit of democratic participation. Basically the local government is the best way to realise one important principle of democracy, namely the Local Self-Government.

(i) Participants : In the countryside, the movement was led by the peasants, tribals and the local leaders. For example, in Awadh, it was Baba Ramchandra sanyasi, who had earlier been to Fiji as an indentured labourer.
(ii)  Why the rural people participated ? The movement here was not against the Britishers but against talukdars and landlords. The problems of the rural people were different from those of the urban people:

The talukdars and landlords were demanding very high rents and a variety of other taxes.
Peasants had to do begarand work at the landlord’s farms without any payment.
The peasants had no security of tenure. They were regularly evicted so that they could acquire no security of tenure.

Revolutionary principles of administration by Napoleon:

1. The Napoleonic Code of 1804 removed privileges by birth. Everyone was equal before the law and got the right to property. The code was used in regions under French control.

2. The feudal system was abolished and peasants were freed from serfdom and manorial dues.

3. Transport and communication system was improved.

4. Guild restrictions were removed in towns. Artisan, peasants, businessmen, and workers found a new freedom for doing their work.

5. Uniform laws, standardized weights, and measures along with a common currency made exchange and movement of goods far easier.

Women are equally important in the society.

In the olden days, women are not treated equally as men and their opinions and issues are not considered even in the democratic society.

It is not the correct system of democracy.

Democracy is the system which is accountable to each and every person irrespective of their gender, caste, religion, etc..

Women are the major pillars who build up the men.they are the ones who lay a foundation for the better society. they should be equally respected.

So, respect and equal treatment of women are the necessary ingredients of a democratic society.

The caste system in India can also become politicised in the following ways:

  • When a particular caste tries to gain prominence by adding many neighbouring castes and sub-castes which were earlier not included.
  • The caste system also becomes politicised when caste groups are required to enter into a coalition with other castes. In such a case, every caste tries to gain maximum benefits for itself.
  • Of late, many caste groups have gained entry into politics by terming themselves as ‘backward’ or ‘forward’ caste groups.

It is to be noticed that the existence of the caste system is itself not healthy for any democracy. It mostly produces negative results. In India, it has resulted in the vicious circle of poverty, unemployment and illiteracy for many castes. The caste system may also lead to caste division, caste violence and conflicts resulting in violence.
