When a country has different regional and cultural communities, it makes an arrangement for equal representation of various communities inorder to enable everyone to live together in the same country. This results in formation of a Community Government wherein no single community can take decisions unilaterally.

Martial law is the law implemented by the military forces in territory occupied by the enemies and where the common civil forces or agencies fail to administer law and order and maintain public safety and in case of emergency.
This law includes cerfews, suspension of civil rights, habeas corpus, etc.
Extension of military law also comes under Martial law.

The idea of power sharing has emerged in opposition to the notions of undivided political power. For a long time, it was believed that all powers of a government must reside in one person or group of persons located at one place. It was felt that if the power to decide is dispersed, it would not be possible to take quick decisions and to enforce them. But these notions have changed with the emergence of democracy.

The positive impacts of globalisation on Indian economy are as follows:
1. Increased investments in Indian markets by the MNCs have led to the growth of the Indian economy. In many fields such as automobiles, cell phones, soft drinks, fast foods and garments, MNCs have created vast choice of products for the consumers.
2. Local companies supplying raw materials to MNCs have developed and prospered.
3. Globalisation has opened many new opportunities for companies in the service sector, especially IT companies. These companies have offered their cheap but efficient consulting services to many nations. This has also created millions of jobs in India.
4. Technology has been transferred to developing countries. It has enabled production of quality goods in the international market.
5. A company hires regular services mostly from outside the country or within the country like BPO or call centres, banking services, teaching, maintenance of accounts etc. In India, outsourcing has generated new employment opportunities which lead to a growth in the GDP and also increased the foreign reserve in our economy.
The negative impacts of globalisation on Indian economy:
1. Growth has been witnessed only in few selected areas in the service sector such as hospital services, information and technology, telecommunication, etc.
2. In order to earn maximum profits, MNCs employed Indian workers at extremely low wages. Only in urban areas the standard of living has improved. Their income and the quality of consumption also increased. This has led to the inequalities of income in the country.
3. To deal with the pressure of competition from the MNCs, many Indian companies have begun to employ workers on temporary basis so that they do not have to pay the workers for all 12 months of a year. This has resulted in companies making large profits, but workers not getting their share of benefits.

● It has different meaning with respect to different people.
● For the middle class it stood for the freedom of individuals and equality before law.
● Politically it emphasize the concept of government by consent. Since the French Revolution it had stood for the the end of autocratic powers and encouraged the elected representative parliament.

The following measures can he taken to increase employment in rural areas
(i) Improve irrigation facilities, so that farmers harvest two or three crops in a year. Thus, more people can be employed.
(it) More dams should be built on rivers, so that more water can be provided to small farmers to increase the number of crops grown annually.
(iii) Provide better roads and improve transportation and storage, which will benefit small farmers and many people will be employed in these sectors.
(iv) Honey collection centres and vegetable and fruit processing units should be set-up.
(v) More cottage industries and services should be promoted in rural areas with soft loans and marketing support.

- Political Fragmentation: Like Germany, Italy was also politically fragmented. During the middle of the 19th century, Italy was divided into seven states, of which only one, Sardinia- Piedmont was ruled by an Italian Prince.
- Role ofMazzini: Giuseppe Mazzini made efforts to unite Italian Republic. He had formed a secret society called ‘Young Italy’ for achieving his goal.
- Role of Count Cavour: He was the chief minister who led the movement to unify Italy. He formed a tactful diplomatic alliance with France and defeated the Austrian forces.
- Role of Giuseppe Garibaldi: Garibaldi also formed armed volunteers. In 1860, they marched into South Italy and the Kingdoms of Two Sicilies and succeeded in driving out the Spanish rulers.

Napoleon incorporated revolutionary principles in the administrative field to make the whole system more rational and effective. His civil code of 1804 was known as Napoleonic Code.
(i) First, he did away with all the privileges based on birth. Everyone became equal before the law. He abolished the feudal system and freed peasants from serfdom and manorial duties.
(ii) He secured the right to property.
(iii) Peasants, artisans, workers and new businessmen found a new-found freedom as guild restrictions were removed in towns also.
(iv) Uniform laws, standardised weights and measures, a common national currency facilitated the movement and exchange of goods and capital from one region to another.
