The idea of national unity in early nineteenth century Europe is indeed allied to the idea of liberalism. LIBERALISM was an ideology which politically emphasised on freedom of individual and equality before law. It also stressed on the importance of a representative government under a democratic constitution, government by consent and end of autocratic and clerical privileges in Europe. Though it also supported right to property, the liberal nationalists had never given emphasis on universal adult suffrage. This was the major reason why during formation of National Assembly in French Revolution, the propertee-owning men above 25 were given the right to vote and all other groups were made PASSIVE citizens. Only for a short period, all men were given the right to vote. After that, Napoleonic rule began and again, women were subjected to home and hearth. Liberalism in the economic sphere meant freedom of markets and relaxation in state imposed restrictions on trade. Give example of Zollverein customs union of 1834.

Power sharing is indeed the very spirit of democracy. In democracies, the power is shared among those who are affected by its exercise and those who have to live with its effects. In a democratic society, power is always shared in some or the other way. People have the right to be consulted on how they need to be governed. A legitimate government is one wherein citizens through participation can obtain a stake in the system.
