This involves surveying, mapping, qualitative and quantitative estimation and measurement of the resources. (ii) Evolving a planning structure endowed with appropriate technology, skill and institutional set up for implementing resource development plans. Answer: It is not easy to make changes to power sharing of power between the Union Government and the State Government. The Parliament cannot on its own change this arrangement. Any change to it has to be first passed by both the houses of Parliament, with at least two- thirds majority. Then it has to be ratified by the legislatures of at least half of the total states

resources does not exist they are made . resources are the basic necessities that we need. these are obtained either from earth or they are made by man. these are not found by themselves but are made and refined by us. resources are either obtained from plants after their decay in the form of fossils or from animals decay in the form of minerals. but we have to use these resources in balanced conditions and to refine them according to our use.

(ii) A rich farmer or trader wants to sell food grains at a higher price but a poor worker wants to purchase it for low prices. (iii) Construction of a dam means more and cheap power, but people, who will lose their habitat will demonstrate. (iv) To get more electricity, the industrialists may want more dams. But this may submerge the agricultural land, and disrupt the lives of the people.

Gandhiji said, “There is enough for everybody’s need and not for anybody’s greed.” He blamed the greedy and selfish individuals and exploitative nature of modern technology as the root cause for resource depletion at the global level.
Irrational consumption and over-utilization of resources has led to the socio-economic and environmental problems of shortages and pollution. As resources are vital for any developmental activity, resource conservation at various levels is important to overcome these problems. If resources are used up at the same rate as they are generated or formed, they will be maintained for use by future generations.

Simon commission is one of the factors leading to the civil disobedience movement! This commission was appointed in November, 1927 The Simon commission is named after Sir John Simon, who was the chairman of the commission. The commission was appointed by the British Government to investigate the need for further constitutional reforms. The commission had seven British members but no Indian members. This was seen as a deliberate move to insult the self-respect of Indians In 1927, the Congress decides to boycott the commission 'at every stage and in every form'. Even the Muslim League agreed to boycott the commission. Next year, an 'All India Hartal' was organized by the people. When the commission reached Mumbai, people greeted the commission with slogan "Simon Go Back". during these protests and hartals...Lala Lajpat Rai was arrested and beaten up. Finally, the commission was sent back with some suggestions and recommendations. Hope it helps!
