Federalism is a system of government in which the power is divided between a central authority and various constituent unit of the country. It's features are :- 1) there are two or more levels of national , state and local governments . 2) there is no division of powers between different levels of governments. 3) state governments are not answerable to the central or National government. 4) Sources of revenue are divided among different levels of government. 5) courts such as supreme Court of India safeguard and interpret the Constitution.

Yes the development goals can be conflicting b'coz the thing which is a source of development for one is not necessary to be a development for else. Every one has different notion of development. Example:A business man or a rich person wants a big dam but at the same time a poor is affected by this because due to the construction of the dam he have to shift or his property may be taken.

There are two or more levels of government. 1. Different tiers of government govern the same citizens, but each tier has its own jurisdiction in specific matters of legislation, taxation and administration. 2. The jurisdictions of the respective levels or tiers of government are specified in the constitution. 3. The fundamental provisions of the constitution cannot be unilaterally changed by one level of government. Such changes require the consent of both the levels of government. 4. Courts have the power to interpret the constitution and the powers of different levels of government. 5. Sources of revenue for each level of government are clearly specified to ensure its financial autonomy. 6. The federal system thus has dual objectives: to safeguard and promote unity of the country, while at the same time accommodate regional diversity
