When light comes from sun to the Earth's atmosphere it goes rarer medium to denser medium. It means starlight bends towards the normal . Stars are twinkling effect . planets doesn't twinkle because they are much closer to our earth than star and they seen as extended source. So they are not point -sized sources will average out to zero thereby nullifying the twinkling effect.

They twinkle due to refraction of light in atmosphere as the physical condition of atmosphere is not stationary and diff layers have different refractive index.we can take planet as a collection of point source of light each light refracts and they cancel out the effect of each other
