The lives of the villagers were affected by the forest laws:

  • Now the villagers were deprived of their customary practices like hunting, cutting, grazing their cattle, collecting fruits, etc.
  • One of the major impacts was on the practice of shifting cultivations or swidden agriculture.
  • People were now forced to steal wood from the forests and if they were caught, they were at the mercy of the forest guards who would take bribes from them.
  • Women who collected fuel woods were especially worried.
  • It was common for police, constables and forest guards to harass people by demanding free food from them.

(i) When elections are held, people's representative got elected by the way of elections in which people should be given full freedom to choose their leader.
(ii) More choice should be given to the people, so that citizen should be able to make their own choice.
 (iii) People should exercise right to choose, right to form opinion and right to speech, right to express their opinion and right to bring a change in the government if needed. That is called true democracy.

In the colonial period, cultivation expanded rapidly for a variety of reasons. First, the British directly encouraged the production of commercial crops like jute, sugar, wheat and cotton. The demand for these crops increased in nineteenth-century europe where foodgrains were needed to feed the growing urban population and raw materials were required for industrial production. Second in the early nineteenth century, the colonial state thought that forests were unproductive. They were considered to be wilderness that had to be brought under cultivation so that the land could yield agricultural products and revenue, and enhance the income of the state. Third by the early nineteenth century, oak forests in England were disappearing. This created a problem of timber supply for the Royal Navy. Fourth the spread of railways from the 1850s created a new demand.

The Mandal Commission, or the Socially and Educationally Backward Classes Commission (SEBC), was established in India on 1 January 1979 by the Janata Party government under Prime Minister Morarji Desai [1] with a mandate to "identify the socially or educationally backward classes" of India.[2] It was headed by the late B.P. Mandal an Indian parliamentarian, to consider the question of reservations for people to redress caste discrimination, and used eleven social, economic, and educational indicators to determine backwardness. In 1980, based on its rationale that OBCs ("Other backward classes") identified on the basis of caste, economic and social indicators comprised 52% of India's population, the Commission's report recommended that members of Other Backward Classes (OBC) be granted reservations to 27% of jobs under the Central government and public sector undertakings, thus making the total number of reservations for SC, ST and OBC to 49%.
