The National Assistance Act (1961) "gives local governments the power to help people whose resources are insufficient to take of their basic needs." Costs for selective programs are the responsibility of the local governments, with financial aid from the national government, amounting to about 30% of expenditures.

As we know that, when any party wins election with majority then the Legislature and the Executive is under control of that government. It means if this government want to pass any bill then it can.And if this bill is not in the betterment of all then the only institution which can stop it from implementing is the Judiciary. So, the independence of Judiciary is necessary.

Even though Indian receives abundant rainfall, it is still a thirsty land. This is because of the following reasons:
- Rainfall is not uniform in all the places throughout the country. Some areas have more rainfall and some receive scanty rainfall.
- Due to global warming and the consequent rise in temperature, there is a tendency for the quick evaporation of water, making the climate dry and hot.
- No sufficient measures have been adopted by the government to build water reserves and make facilities for rainwater harvesting.
- The Rapid growth of population, urbanization and changing lifestyle have posed a serious threat to water security.
- Low public consciousness about the overall scarcity and economic value of water results in its wastage and inefficient use leading to scarcity.
- Water conservation policies and water resources projects are implemented improperly without giving due consideration to optimum utilization and environmental sustainability.
